"The French Connection: Libya Seeking Arms Deals" covered Libya's growing reintegration with the international community, and the follow-on sales opportunities to replace its dilapidated military infrastructure. On Jan 17/08, Finmeccanica subsidiary Alenia Aeronautica announced [PDF] that Libya's Interiors Ministry has signed a EUR 31 million (about $45.5 million) contract for one (1) ATR-42MP Surveyor maritime patrol aircraft, plus pilot and systems operator training, logistic support, and spare parts.

The aircraft will be delivered during 2009, and will be used by the Libyan General Security Agency for territorial surveillance and control. Its configuration will be similar to the 5 ATR-42MP aircraft in service with the Italian Coast Guard, with a mission system that includes a maritime radar, an electro-optical sensor set, and the ability to air-drop equipment for sea rescue. It is designed for sea surveillance, search & rescue, sea-pollution monitoring (incl. oil spills and chemical substances), and national waters and economic exclusive zones control.

Libya is becoming a good kid, and is allowed to buy western weapons..i wonder how on earth Libya wasn't ever mentioned by the Americans as an Al Qaida supporting country...

One may never know or maybe he pays more attention to where his money is channeled.

I think Libya needs around 100 modern aircraft to replace the older and outdated in his AF.  This talk of 13 or 14 Rafales is a bad sign to me.  I think he'll go Russian and sign big contracts within three months western aircraft just cost too much even for him.  Libya had at one point around 350 combat aircraft so one never knows but at western prices that won't happen again.

Maybe a Su-24 upgrade?
Different SAM's
Maybe tanks and other mechanized equipment like new BMP-3, there hot!
France might get a helicopter order but it will be split Russia still gets part

Probably not complete but enough to draw some conclusions.

Industry
The Libyan Aviation Industry / Finmeccanica / AgustaWestland joint venture called Libya-Italy Advanced Technology Company - LIATEC will assembly the remaining eight A109s on order for the police. The A109 will kickstart the Lybian aviation industry. Meanwhile Maintenance Centre 003 at Metiga has started to commercialize its services based on its wide experience with overhauling Russian transport aircraft.

Dassault vs MiG
According to an interview with LAAF Col Juma Zaid El Gaddaffi by AFM (Jan 08), Request for Proposals was expected to issued between Jan-Mar 2008. Initial purchase would consist of six aircraft with six options. However the MoU with France, signed afterwards is for 14?
Libya does not have MiG-29s, so an SMT deal may mean acquiring surplus Russian MiG-29s as well. I think Lybia will go for new MiG-35s instead, when they decide to go with MiG. Relations with France are good, relations with Sarkozy are good as well as relations with French oil companies. Reportedly, a LAAF delegation visited Russia to meet with RAC MiG.
Su-30MK, I don't know, there's no mention of this in the AFM article/interview, and it hasn't been showed to Libya. I think it's considered too big/expensive to maintain.

A split-buy is also possible with both French and Russian aircraft. The LAAF had been hit hard by the sanctions, so they'd be more concerned about logistics problems caused by embargoes, than the maintenance/logistics problems caused by twice as many parts and suppliers. Now with a split-buy the SMT makes more sense, they are rebuild airframes so can be delivered quicker than Rafales or MiG-35s. So we can see 6x MiG-29SMT, followed by 6x Rafales, which may later be expanded with another 8 Rafale. Alternatively, if the Rafales would be taken from the AdlA or current production for the AdlA, it would mean the Rafale can beat the MiG-35 in delivery. So we might see 6x Rafale, with an option for 8x Rafale for if the MiG-35 contract negotiations fail.

Having a fleet of just 6 is crazy IMHO, but they did it with the Su-24MK...

Aermacchi vs Yakovlev
The M-311 has been shown trice already now, and the LAAF seems very impressed with it. Now with LIATEC, this might be a good possibility. However, the Yak-130 is also an option. Actually, if you read the headlines, you would think they'd already ordered six, half a year ago. But if you read carefully, you'll see that it's more like a memorandum of understanding, or request for information. Why no Yak-130 at LAVEX07 then?

Helicopters
With the A109/A119 line setup, we might see more orders for the type, also for the military. The AW139 looks like a perfect contender to replace the Mi-8 in both military as civilian roles, although expensive. Let's see if France can offer some of it's helicopters? In the meantime, the Mi-8/17 are easily supported and can soldier on. The EH101 AEW and ASW version might be a suitable replacement for the Mi-14. The remaining CH-47C will be returned to service, upgraded. Finally, you have the Mi-35M and Tiger competing for a new attack helicopter contract, either to expand or replace the current fleet of Mi-25s. This looks to go the way of the Hind...with the Mi-25 repaired and retained for training. However, since the two are so different, we might see both types being ordered eventually.

Where to begin
I would think a good part of what you have listed isn't even flyable.
MiG-21bis/UM, - why bother basically useless compared to what's around Libya
MiG-23B/BN/ML/MLD/UB,  the MiG-23s are the backbone of the LAAF. - same as above
MiG-25R grounded late 1990s, retired, some preserved. - same as above
Mirage F1, grounded/retired, - same what's the point
Su-22M, - One of my old favorites but still time to be retired
Su-24MK,  - still useful

If this is what Libya has for combat aircraft there in bad shape.  If they had the range 40 K-8 trainers armed with dumb bombs and rockets could take out most of the bases.  Libya should split orders between France and Russia fast.   More of the above must be flying and I'm wrong because wouldn't some other country try to take them on in some form?  They must be friendly with everybody around them do they even have pilots for all the above?

I don't think pilots are a problem, seeing how big it was prior to the 1990s. Even had Tu-22s.

There are some dormant disputes with its neighbours, including Algeria. But Lybia is far outnumbered and outclassed by Algeria, so even with a more capable air force they'd be smashed if anything should flare up between these Arab states. Egypt is ever more powerful, but I don't think it has any disputes, although of course it's now so pro-US that Libya doesn't like them at all I suppose. Tunesia has like 13 F-5s and a few more L-59Ts, which can carry bombs, they can call on US/Egyptian protection I think.

No, the problem is more likely to occur (but also quiet now) with Chad, Niger, and Sudan. All of which are comparable or smaller in manpower size, Libya claimed areas in Chad and Niger. Any conflict between these nations would mean ground war, then those Su-22/24 and Mi-25 will come in handy, and the MiG-23MLDs are quite good to fence off any of Niger's, Chad's or Sudan's planes (should they fly). Actually, 40 K-8s versus let's say *being careful* 20 MiG-23s, 20 MiG-21s, and lots of SA-2/3/6 over the desert, it will not enough to take out all bases. And quite foolish, as it would mean losing your entire effective air force (if you buy 40 K-8s and use them for attack it must be all you got), even if they'd make it to their target, they'll have to crash land on the way back because of lack of range. Anyway, you'd have a garanteed counter attack by Su-22 on your troops/camps/bases and four or five Su-24MKs over your capital/palace.  :o

Anyway, stopping the illegal smuggling of goods (drugs/cigarettes to go to Italy for example) and people (Chadian mostly, I suppose lots of Sudanese as well now) over Libyan border / from Libyan shores is a more pressing concern, hence this MPA priority.
