India taking some of there Flankers out of service?

I read this article and to me it sounds to me India's Flanker fleet is down compared to normal numbers because of upgrading work being performed by HAL taking too long.   Taking too long an Indian project could it be?    Sounds like HAL has bitten off more then it can chew, again.   Can you imagine if HAL was building and maintaining F-16,F/A-18, Rafale, or other new type of fighters in there facilities at the same time as there Flankers?
