Yeah, they sell surplus (offered to Venezuela and Mexico not too long ago) and they've sold surplus basic Su-27s to a few African nations. Plus those -SK Flankers that have been sold in Asia, may not have been newly builds in all cases.
Russia is now offering the -SKM, which is either an upgrade of existing -SK models in a country to the same standard as Russian Su-27SM, or Russian surplus Su-27 converted to export standard (-K) and upgraded (-M)....those new single-seaters for Indonesia are an example of this...
