LCA's naval version scheduled to fly by mid-2008

Could India really have a LCA ready by mid-2008?   For me at least this project has been running for so long I forget about most of the time.   Think about how much time and money has been spent on this aircraft type still not produced yet and they could have bought something off the shelf for less and been flying for five years already.
