Can not identify this aircraft

I took photos of this aircraft on a roadtrip and have not been able to find anyone who can identify it. The main difficulty is with the glassed in area below the wings which appears suitable for someone to occupy.
The inspection plate on the tail shows a date that appears to be 10-31-39

North American O-47 observation aircraft, it was developed by General Aviation designated GA-15.

Yeah, they're windows for downward observation and photography. The second pilot could fold away his seat drop down for camera duties without the wing being in the way.

For more info you can look it up now you have a name.
